Your Chinese delegation's visit to Türkiye: one team from the first letter to the return transfer

Chinese delegations from government bodies, companies and industry associations usually have to fit many meetings, visits and dinners into just a few days. Yeni İpekyolu (New Silk Road) takes care of program design, appointment correspondence, hotels and vehicles, protocol arrangements and on-site coordination, acting as the single point of contact between both sides. Interpreting is one part of this work, not all of it. We have organized ministerial talks and numerous delegation visits.

01 · Overview

From approved itinerary to an Ankara meeting: delegation visits in practice

01

How does the response pace of Turkish institutions affect the program?

Chinese delegations usually need to finalize their itinerary well in advance for internal approval, visas and budgeting. On the Turkish side things work differently: meetings with ministries, governorships and large companies are often confirmed only shortly before departure, and senior officials' schedules can change at the last minute. If these two rhythms are not aligned from the start, you often end up with "the program is approved, but the other side still hasn't replied."

Our method is to build a "skeleton" first: we lock in items that do not depend on the other side's reply, such as factory visits, chamber meetings and city programs, and leave flexible time slots for ministerial or senior-level meetings. Each item is marked "confirmed" or "pending," and the program is updated with version numbers, so the Chinese side always knows what it can include in its approval file. For visa types and document requirements, the current rules of Türkiye's diplomatic missions in China apply.

02

Matching rank, title translation and seating: bridging two protocol traditions

The Chinese side places great importance on matching rank in meetings; the Turkish side does too, but is more flexible in practice: attendees may change at the last minute, or tea and small talk may come before the meeting. So that the host can arrange attendance at the right level, we send the delegation list in advance together with Turkish and English explanations of each title. Titles such as "sizhang" (department director general) or "chuzhang" (division chief) have no exact equivalent in Türkiye; they need an explanation rather than a literal translation.

Seating order, speaking order, gift exchange and photo positions also need to be agreed with both sides in advance. Turkish official settings usually display both countries' flags and may involve the press; Friday midday prayer times and the iftar schedule during Ramadan can also affect meeting and dinner times. We gather these details into a protocol note and send it to each side separately in Chinese and Turkish, which cuts down last-minute messaging on site.

03

Three lines on the ground: vehicles, timing and each side's contact person

Most ministries are in Ankara, while most companies and chambers are in Istanbul; travel between the two cities is usually by domestic flight or YHT high-speed train. Traffic on the Bosphorus crossings in Istanbul is hard to predict, so you need to leave more time between two meetings in the same city than the map suggests. The most common problem delegations face is an overpacked program: when one meeting runs long, everything after it slips.

That is why we assign a coordinator who accompanies the delegation from start to finish, and designate a contact person on the Turkish side. Chinese members receive updates through a WeChat group, the Turkish side via WhatsApp or phone, and the coordinator relays information between the two in real time. Every evening a briefing for the next day goes out: departure time, dress code, background on the people you will meet and points to keep in mind. Interpreters also receive materials in advance and prepare for the topics.

04

Six pieces of information to send us before the delegation departs

Please prepare: the member list with names as written in passports, titles and roles; the purpose of the visit and the Turkish institutions or companies you wish to meet; arrival and departure dates and flights; dietary restrictions and special needs; the gift plan; and whether press coverage is wanted. The earlier and more complete the information, the earlier correspondence can begin. If the head of delegation or any member changes, let us know immediately; the Turkish side often adjusts its attendees accordingly.

The work does not end when the visit does. We prepare meeting notes in Chinese, list the intentions agreed by both sides and the follow-up items, and help draft thank-you letters and follow-up emails to the Turkish side. Many partnerships actually move forward in the second round of communication; keeping the same point of contact lets the Turkish side know exactly whom to reach for the next step.

02 · Who it is for

Delegations that entrust their Türkiye program to us

01

Ministry and local government delegations

Delegations wishing to meet Turkish ministries, governorships or municipalities at matching rank. We handle the correspondence, the protocol note and coordination on the day of the meeting. If the program needs approval, we separate confirmed and pending items from the outset.

02

State-owned and private company delegations

Companies looking for partners in Türkiye, wanting to get to know the market or see a project on site. We fit meetings, factory visits and business dinners into a realistic program. Afterwards, we support the meeting notes and follow-up correspondence.

03

Chambers, associations and investment promotion delegations

Delegations wishing to connect with Turkish chambers, industry associations or companies. We organize contact with the other side, the venue for the promotional event and invitations to relevant firms. Presentation materials can be prepared in Chinese and Turkish at the same time.

04

Universities, hospitals and research institutions

Delegations visiting for academic exchange, signing a cooperation agreement or a site visit. We agree the visit route, visitor registration and photography rules with the Turkish host institution. For terminology-heavy meetings, materials are prepared for the interpreter in advance.

03 · Scope

All matters between both sides handled at one desk

01

Program design

We plan meeting, visit, meal and rest times according to the purpose of the visit, the cities and the number of days. Travel times are calculated based on real traffic conditions in Türkiye. The program is updated simultaneously in Chinese and Turkish versions.

02

Appointments and official correspondence

We prepare and send the meeting request letter, delegation introduction and agenda note. We follow up on replies and call when needed. All correspondence is archived in Chinese and Turkish.

03

Hotels and vehicles

We coordinate hotels and meeting rooms according to the delegation's rank and program locations. Vehicles are arranged with properly licensed companies and dedicated drivers. Airport transfers and intercity travel are planned together.

04

Protocol and gifts

Seating order, speaking order, flags and photo arrangements are agreed with both sides in advance. Turkish culture is taken into account when choosing gifts. Titles are communicated with accurate explanations.

05

On-site coordination with the delegation

The coordinator travels with the delegation and manages time changes, attendee changes and unexpected situations. A briefing for the next day is sent every evening. The Chinese side's WeChat group and the Turkish contacts are kept updated in real time.

06

Meeting interpreting and minutes

Chinese-Turkish interpreters are provided for meetings and visits, with topic materials shared in advance. Afterwards, Chinese meeting notes and a follow-up list are prepared. We help draft thank-you letters and follow-up emails.

06 · FAQ

Frequently asked questions

How far in advance should we contact you?

The earlier the better, especially for delegations with ministerial or senior-level meetings. Confirmation from the Turkish side usually takes time, and starting early leaves room for adjustments. For programs with only visits and business meetings, the preparation period can be shorter.

Can you guarantee a meeting with a specific minister or senior official?

We cannot guarantee it. Whether a meeting takes place is decided by the Turkish side and depends on their schedule and agenda. What we do is introduce the delegation accurately, choose the right channel, follow the process through and prepare a backup plan.

Can we book just an interpreter rather than the full organization?

Yes. For interpreting only, please see our delegation and tour interpreting page. However, if the program and correspondence are not yet settled, we recommend getting our support at least for the correspondence; an interpreter cannot rescue a meeting that was never confirmed.

Can you obtain the delegation's visas?

Visa applications are made to Türkiye's diplomatic missions in China or the channels they authorize. We can support the translation of the invitation letter and, where needed, help the Turkish host institution prepare an invitation. For visa types and documents, the mission's current rules apply.

What happens if the program changes at the last minute?

Last-minute changes to meeting times are not unusual in Türkiye. The coordinator immediately confirms with the Turkish side, rearranges vehicles and subsequent items, and updates the WeChat group. The flexible time slots in the program are there precisely for this.

What kind of gifts are suitable for the Turkish side?

Easy-to-carry gifts that reflect Chinese culture are generally well received, such as tea, porcelain or silk products. Public officials may be subject to internal rules on accepting gifts, so modest value is preferable. We can give specific suggestions based on the recipient's position.

Are the meeting minutes an official document?

The notes we prepare are a working record for the Chinese side's internal use; they do not replace an official document signed by both parties. If minutes or a memorandum to be approved by both sides are needed, a separate draft can be prepared, translated and approved by the parties. We recommend that texts with legal effect be reviewed by a lawyer.
