01 · Overview

How Turkish books are aligned with the Chinese headquarters' reports

01

Why does a certified public accountant sign tax returns in Türkiye?

In Türkiye, companies' tax returns are usually filed through a certified public accountant (SMMM). An SMMM is a specialist who has passed the state examination and is registered with the professional chamber; they keep the books, prepare the returns and submit them electronically to the tax office. For Chinese companies, working with an accountant who knows Turkish legislation and can communicate in Chinese is the foundation of a smoothly running company.

Yeni İpekyolu's licensed accountant is part of our team and works in the same office as our Chinese-speaking consultants. You do not need to pass your questions through intermediaries: you send an invoice, contract or letter from the tax office directly on WeChat; the accountant decides how to handle it, and the Chinese-speaking consultant clearly explains the outcome and any points you need to decide on. This model speeds up communication and reduces misunderstandings.

02

The difference between e-Invoice, e-Archive and e-Ledger

Türkiye's tax system is largely electronic. e-Invoice (e-Fatura) is used to invoice other businesses registered in the system; e-Archive (e-Arşiv) invoices are generally issued to individuals or businesses not registered in the system; and e-Ledger (e-Defter) means the journal and general ledger are created and certified electronically. Which companies must use these depends on criteria such as turnover and sector.

We usually recommend that newly established Chinese companies switch to e-invoice and e-archive from the start; that way invoices can be issued smoothly whether the customer is a company or an individual, and alignment with the finance system at headquarters in China becomes easier. Our accountant clarifies whether e-ledger is required under current legislation, and completes the registration, invoice templates and user instructions in Chinese.

03

A year's filing calendar: VAT, withholding, provisional and corporate tax

The regular filings of Turkish companies follow three rhythms. Every month, the VAT return and the withholding tax and social security premium return (muhtasar ve prim hizmet beyannamesi) are filed; provisional tax is declared periodically; and the corporate tax return is filed annually. In addition, there are various notifications and forms, such as purchase and sales statements.

Our accountant prepares a filing calendar in Chinese for your company; before each filing period, they remind you which documents are needed, and after filing they explain in Chinese the tax payable and how to pay it. This lets headquarters in China plan cash flow in advance, and the company always files on time. All tax assessments are archived, so you or auditors can access them at any time.

04

A monthly report in Chinese for headquarters: bringing two accounting languages together

The parent company in China usually prepares its reports under Chinese accounting standards or the group consolidation format, while the Turkish company's books are kept according to the Turkish Uniform Chart of Accounts (Tekdüzen Hesap Planı). The two systems differ in account classification, treatment of exchange differences and expense recording. If this alignment is not set up from the start, headquarters spends a great deal of time every month reworking the data.

At the start of our engagement, we define an account mapping table and report format together with the headquarters finance team; every month we provide an income statement, balance sheet summary, receivables and payables status and tax explanation in Chinese. Invoice lists, bank transactions or exchange rate explanations requested by headquarters can also be prepared in a fixed format. This way, the Turkish company's figures are understood at headquarters at first glance.

06 · FAQ

Frequently asked questions

The company has no income yet; are monthly filings still required?

Yes. In Türkiye, even if there is no income in a given month, a company generally still files returns such as VAT on time; the amount is simply zero or low. Filing on time eliminates the risk of penalties and keeps company records complete. We file your returns as usual and explain the situation to you.

Which documents do I need to send each month?

Mainly sales and purchase invoices, bank transactions, staff changes and any important contracts signed that month. We can access invoices in the e-invoice system directly. For other documents, simply send photos or scans via WeChat or email; we remind you each month before a set date.

Can invoices or receipts issued in China be recorded in the books?

Invoices, proformas and service fee documents from China can be recorded as foreign documents, but their nature, such as imported goods, service fees or recharged expenses, must be correctly determined. In some cases, reverse-charge VAT also comes into play. Our accountant clarifies the treatment for you under current legislation.

What does the monthly report in Chinese include?

It usually includes an income statement, balance sheet summary, bank balances, receivables and payables details, and an explanation of that month's filings and taxes payable. The format can be adapted to headquarters' template. If headquarters has a special need, such as analysis by project or customer, this can also be agreed in advance.

How are currency fluctuations handled in the accounts?

Foreign currency transactions are recorded at the rate set by legislation, foreign currency balances are revalued at period end, and the resulting exchange difference is reflected in the income statement. In the report to headquarters we show exchange differences separately, so headquarters can separate operating results from currency effects. We clarify the valuation rules for you under current legislation.

What should we watch out for when transferring profits to China?

Profit distribution usually takes place after the annual corporate tax filing and the general meeting resolution; dividend withholding tax and the application of the Türkiye-China double taxation agreement may come into play. Our accountant plans the timing of the distribution and the required documents in advance, and explains the process to headquarters in Chinese.

We're not happy with our previous accountant; can we switch mid-year?

Yes, you can switch at any time. We handle the handover with the previous accountant, take over the books, filing records and e-ledger authorizations, and review past data. If anything needs correcting, we explain it to you in Chinese and correct it in line with legislation.

We received a letter from the tax office and don't understand it; what should we do?

Take a photo and send it to us on WeChat. Our accountant determines the nature of the letter, such as a request for information, an additional assessment or an audit; we explain it to you in Chinese and present a plan to resolve it. If documents need to be prepared or a response given, we take care of it directly.
